Description

The Rwanda Utilities Regulatory Authority (RURA) is the national regulator of public utilities in Rwanda, headquartered in Kigali. It is responsible for regulating telecommunications, information technology, broadcasting and postal services, energy, water and sanitation, and public transport. RURA issues licences to service providers, sets and monitors tariffs and quality-of-service standards, manages scarce resources such as radio spectrum and numbering, and protects consumers by handling complaints and promoting fair competition. In transport, it regulates public passenger services, including bus routes and motorcycle taxis, and sets transport fares. The Authority also oversees the safety and technical standards of utility infrastructure and works to support Rwanda's goals for universal access to services. Utility operators, investors and members of the public can contact RURA by phone or email for licensing, regulatory and consumer enquiries.
